Housing and development

In partnership with provincial and municipal governments, Vice President External Relations (VPER) and Vice President Finance and Operations (VPFO) have been working to establish a clear strategic direction concerning housing needs for all UVic community members, including students, staff and faculty. This work is then directly supporting the Student Housing Expansion and the University District. While the Student Housing Expansion project aims to meet the growing demand for on-campus student housing at UVic, the University District will transform UVic’s Ian Stewart Complex and adjacent lands into a walkable mixed-use community to support much-needed new housing.

Impact

Notably, the lack of affordable housing options for students, staff and faculty was consistently highlighted as a significant barrier by community members who participated in Equity Action Plan engagement. The Student Housing Expansion project being led by VPFO, with support from VPER, will increase on-campus housing by over 500 beds; likewise, the development of the University District will maximize housing in an accessible, convenient location. Importantly, both projects will also prioritize sustainable design and development. While the true impact of the work will not be felt until buildings are open and available, the strategic planning—including consistent engagement with local municipalities and the provincial government—represents tangible steps towards creating an accessible campus for all UVic community members.

Learnings and reflections

Members of Community and Government Relations reflected on the work being done to support the housing and development projects suggestion: “Engaging with government, the private sector and local community on housing solutions has underscored both the complexity and the critical importance of addressing housing as a core equity issue.

Key takeaways include the value of early and consistent communication, transparency, prioritizing relationships, and approaching challenges with creativity. Keeping government and partners informed and engaged throughout the process, and actively seeking feedback along the way is essential to building trust and shaping effective solutions.”

Notably, the process has reinforced the importance of cross-sector partnerships and ongoing dialogue with municipal planners, community organizations, and other potential partners to ensure housing strategies are sustainable, equitable, and responsive to the long-term needs of our diverse population. Looking ahead, continued collaboration and creative problem-solving will be essential to move from planning conversations toward tangible, equity-driven outcomes.
